The camera operator is sitting in the front. It would look kinda funky for the camera guy to shoot through the cage. :)

Officer in the drivers seat, Camera guy in shotgun and Sound guy in the back seat. Sometimes the Sound guy will get lucky and the department will have a car with no cage.
